I'm not thrilled with development-through-contest either.

Also, the development in this case will mainly be adapting someone 
else's Open Source code to the platform, so the real developer isn't 
necessarily the one compensated.

But let's stay focused on the fact that they need to open up, rather 
than how they go about it.
